The Purchasing Agent II is responsible for supplier contract management. Responsibilities include working with local and satellite project managers to fully understand system requirements in order to effectively negotiate terms and conditions with suppliers while maintaining VGT's best interests and compliance with approved business policies. The Purchasing Agent II will be responsible for negotiating supplier pricing structure and plan strategies in order to reduce total cost of ownership within the supply chain.

Essential Duties & Responsibilities
- Applies advanced procurement knowledge of the business, its products, and processes. Provides insight to management on issues. Serves as a resource to team members on escalated issues of an unusual nature
- Understands and develops requests for proposals, contract and requirement documents to include pricing, financial, and risk analysis. Identifies opportunities and potential solutions. Synthesizes analyses, identifies root causes, and develops and recommends key work products
- Utilizes strong leadership and collaborative skills in interacting with customers, suppliers, and team members. Manages highly complex interactions involving suppliers, customers, and the overall needs of the enterprise
- Assess and mitigate contract risk through consultation from issuance to contract award with business areas, assessing and managing contract risk through consultation with cross-functional areas such as Legal, MIS/NMC, and Project Management
- Interpret, monitor, and enforce corporate procurement policies. Conduct formal and informal training and guidance to business areas on procurement issues.
- Negotiate and modify moderate to high risk, high dollar contracts, substantially deviate from standard terms and conditions as appropriate
- Issue, direct and oversee RFP/RFI process including performing pre-qualification, conducting pre-bidders conference, evaluating proposals, and creating bid analysis and awarding contracts
- Manage supply agreements for IT Equipment purchases
- Managing all aspects of contracts including preparing pricing and business proposals; contract negotiations; contract modifications, close-outs, and start-ups; and amendments and extensions to contracts
- Preparing and reviewing teaming agreements, non-disclosure agreements, subcontracts, and consulting agreements
- Providing advice and recommendations to internal project managers and the company's Executive Committee relative to contracts; prepare all internal contract reports and information
- Assists in contract change management by providing support for contract amendments, monitoring, tracking, executing and reporting status of contract changes, clarifying and tracking any verbal contract change agreements, and monitoring any unauthorized contract changes
Required:
- Candidate must possess strong communication skills and a history of negotiating full end-to-end contracts through to completion. Primary interactions with be with Software, IT, and Hardware Engineers and suppliers in an autonomous environment as this role does not report to a Site Manager
- Significant experience in contract documents preparation, negotiations, and supplier management with a specific focus on software and IT related procurement.
- Demonstrated ability to lead, motivate and communicate with all levels of the workforce
- Experience in Supplier Management, including the ability to drive suppliers to deliver high levels of performance.
- Having a clear understanding on third party contracts, service contracts and software license agreements
- Ability to understand technologies like servers, storage, Network equipments and Data center at a high level
- Must possess above average prioritization skills

- Ability to accomplish results through others, particularly by establishing and managing relationships, including implementing effective controls and monitoring processes

Experience:
- Bachelor's degree Business Administration or related discipline
- Industry specific certifications a plus
- 6
years of procurement experience in highly complex contracts to include acquisition planning, developing statement of work, risk analysis, contract writing, and market research
- Strong analytical, relationship management, negotiation, project management and leadership skills.
- Advanced knowledge of data analysis tools and industry data sources
- Advanced knowledge of Microsoft Office Tools and applicable business software
- Previous experience in handling procurement of Servers, laptops, desktops, network and storage, software
- Working knowledge of procurement law / regulations and legal concepts
- Judgment and creativity to identify and resolve contract issues, and ability to identify where more expert guidance is required.
- Acquainted with Intellectual Property issues

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
